Matthew St. Pierre joins Tata & Howard as a Project Engineer Specializing in Stormwater

We are pleased to announce that Matthew St. Pierre has joined the Tata & Howard team as a Project Engineer in our Marlboro office. Matt brings ten years of experience in stormwater and wastewater engineering, with targeted expertise in MS4 compliance, illicit discharge detection and elimination (IDDE), infiltration/inflow (I/I), combined sewer separation, and water/wastewater construction projects. Matt holds certifications from the National Association of Sewer Service Companies (NASSCO) in Manhole, Pipe, and Laterals Assessment. Matt serves as Chair of the New England Water Environment Association (NEWEA) Young Professionals Committee and is also a member of the CSO/Wet Weather Committee.

Stephen K. Rupar joins Tata & Howard

April 18, 2013

Stephen Rupar has joined Tata & Howard as an Associate and Manager of our Meriden, CT office. He brings over 25 years of experience in water utility engineering with expertise in capital improvement program management, capital efficiency improvement, water resource planning, water loss control, hydraulic modeling, and distribution planning and design. Of note, Steve helped develop the first comprehensive underground asset management plan for the 1,700 miles of piping in the distribution system of the South Central Connecticut Regional Water Authority in New Haven, CT.

Steve serves as Trustee for the Connecticut Section of the American Water Works Association (AWWA) and Secretary for the South Central CT Water Utility Coordinating Committee. He is a member of the AWWA Water Loss Control Committee.

NEWWA Spring Conference and Expo

Tata & Howard attended the NEWWA Spring Conference April 3-4, 2013 at the DCU Center in Worcester, MA.  In addition to exhibiting at the conference, Tata & Howard maintained a strong presence through its educational seminars.  Paul Cote, Steven Daunais, Patrick O’Neale, and Brian Messner presented, with Brian winning the Young Professionals Award for Best Presentation for his “Advanced Condition Assessment for Pipeline Rehabilitation”. Brian had previously won the Young Professionals Award for Best Presentation at ATCAVE 13 on February 27, 2013, for which he received a complimentary registration as well as an opportunity to present at the “Fresh Ideas” segment of ACE13 in Denver, CO on June 9, 2013.

Brian R. Messner, Assistant Project Engineer, received the award for “Best Presentation” at the Young Professionals segment of ATCAVE 2013, a conference sponsored by the Connecticut section of the American Water Works Association (AWWA). The award includes a complimentary registration to AWWA’s ACE13 Conference in Denver, CO, as well as an invitation to present at the “Fresh Ideas” Poster Session of this event. Brian will also be presenting at NEWWA’s Spring Conference and Expo on April 3, 2013.

USEPA has released the 2013 Draft New Hampshire MS4 Permit

On February 12, 2013, the USEPA published the 2013 Draft New Hampshire MS4 Permit in the Federal Register, and updated  its website for this permit:

The agency also posted a Fact Sheet that includes responses to comments it received on the 2008 Draft New Hampshire MS4 Permit.

The public comment period for the 2013 Draft NH MS4 Permit is from February 12, 2013 to 11:59 pm April 15, 2013.  A public hearing is set for Thursday, March 14 2-5 PM in Portsmouth.  Tata & Howard will attend the public hearing, and will provide comments to USEPA.  Please contact us at (207) 518-9500 with questions about this permit, or for assistance in determining the impact of this proposed permit on your community.

Central Massachusetts Regional Stormwater Coalition (CMRSWC) Project Receives Funding

The CMRSWC project has been awarded an additional grant for the next phase of its stormwater compliance program. Tata & Howard has been working with 13 communities in south-central Massachusetts under a project funded by a Community Innovation Challenge (CIC) Grant, and an additional 17 communities have committed to participate in the next phase of work. This project, which is supported by MassDEP, DCR, Blackstone River Coalition, and many others, is highly regarded in the industry, and enables participating communities to fully comply with both 2003 and 2013 Massachusetts MS4 permit requirements.

Joel Loitherstein has been promoted to Vice President at Tata & Howard, Inc.

Joel brings almost 40 years of experience in the wastewater and hazardous waste fields. Since joining Tata & Howard in 2011, Joel has significantly contributed to the success of growing the firm’s hazardous waste group and has worked on two major Brownfields sites in Quincy and Worcester.

Joel has also served as an expert witness on projects involving chlorinated solvents and polychlorinated biphenyls (PCBs). Joel has been involved with a variety of professional organizations including the American Council of Engineering Companies, National Association of Industrial and Office Properties, American Society of Civil Engineers, the Environmental League of Massachusetts, and is the Past Chair of the MetroWest Chamber of Commerce. He also received the prestigious Environmental Award from the Town of Arlington.

The CMRSWC project assisted 13 communities in developing tools that enable them to fully comply with the stringent requirements of the 2003 Massachusetts MS4 Permit as well as the increased requirements of the 2013 Massachusetts MS4 Permit. This presentation will provide information on the tasks completed for this project as well as potential future tasks for an additional 17 communities. We will be demonstrating how Tata & Howard’s innovative municipal stormwater management services can benefit communities, and our Project Managers and key project partners will be on hand to explain our products as well as to answer any questions.

Cordaro, P.E. has joined the firm as Senior Project Engineer in our Meriden, Connecticut office.   Mr. Cordaro brings over 25 years experience in water system consulting.  His experience includes evaluation, design, and construction services for water supply, treatment, pumping, and storage facilities in New England.  Mr. Cordaro will be a valuable resource to our Connecticut and Massachusetts clients in providing cost effective solutions and high quality services.
