AWWA M36 Non-Revenue Water
The International Water Association (IWA) and American Water Works Association Research Foundation Study (AWWArf) has recommended that water utilities stop using the term unaccounted-for water as a performance indicator for management of real losses since it is heavily impacted by consumption and does not reliably indicate leakage management in the system.
The Infrastructure Leakage Index (ILI) was recommended as the performance indicator. ILI is the ratio of the current annual real losses (CARL) to unavoidable annual real losses (UARL). Volumetric indicators such as gallons per mile of main per day can be used for setting real loss management targets and monitoring programs, while gallons per customer per day can be used as a volumetric indicator for managing apparent losses in a system.
