Comprehensive Wastewater Treatment Plan and Collection, Management, Operation, and Maintenance (CMOM)
Tata & Howard assisted the Town of Winchester, New Hampshire to meet the Collection, Management, Operation, and Maintenance (CMOM) requirements in the Town’s National Pollution Discharge Elimination System (NPDES) General Permit. The work consisted of the preparation of an outline for the Full Collection System Operation and Maintenance Plan, which includes descriptions of staffing, management goals, information management, condition assessment, recent studies, and construction activities. Tata & Howard also prepared the Full Collection System Operation and Maintenance Manual, which includes updating the outline, preparing a preventative maintenance and monitoring program, identifying sources of suspected overflows and back-ups, preparing a program for preventing I/I related effluent violations, and a public outreach program regarding I/I control.
Additionally, The Town of Winchester retained Tata & Howard for engineering assistance to upgrade their treatment plant and sewer system to accommodate an estimated peak flow rate of 1.36 million gallons per day (mgd). Work included preparing design drawings and specifications for the improvements to the Winchester Wastewater Treatment Plant (WWTP), providing construction administration and resident observation services during construction of design improvements to the WWTF, and assisting the Town with ARRA requirements. Included in the project were improvements to the solids handling and headworks facilities, additional clarifiers, replacement equipment and an almost entirely new electrical system. Opportunities were identified to reduce flow through sewer system rehabilitation and removal of infiltration and inflow. Tata & Howard recently provided design services for Phase 2 improvements to the WWTP including the installation of two clarifier covers, an odor control system, two influent grinder pumps, new laboratory equipment, and lining one oxidation ditch.
Also, Tata & Howard assisted the Town of Winchester, NH in securing funding to upgrade the WWTP and sewer collection system. Funding was provided by the Clean Water State Revolving Fund (CWSRF) program under the American Recovery and Reinvestment Act (ARRA), and by US Environmental Protection Agency’s (EPA) State and Tribal Assistance Grant (STAG), both administered by the NHDES.
