The Holiday season means many different things for people. Whether it’s getting everyone the perfect gift, spending time with family, or preparing favorite foods for friends, the holidays are a time of giving. Our family here at Tata & Howard takes holiday giving to heart. We understand how important philanthropy is to both our local and global community. For this special time of year, we are looking at some of the most charitable and full-hearted organizations we’ve had the honor to support.

DARE Family Services

Since 1964, DARE Family Services has been committed to improving the lives of children who have been abused or neglected. By providing a family-based setting, they give children the opportunity to recover and live healthy, happy lives. Every holiday season, DARE Family Services reaches out to communities for gift donations to help kids experience a memorable holiday – in many cases, for the first time in their lives. At Tata & Howard, our employee-owners take DARE’s mission to heart and bring gifts to put under our DARE Giving Tree for children in need. Fortunately, we are one of many organizations and individuals who support DARE and their determination to better the lives of disadvantaged and neglected children. They help thousands of kids every year and we thank them for their generosity.

Dana-Farber Cancer Institute

T&H’s Heidi White raised over $3,000 for DFCI this fall through their “Run Any Race” program.”

The Dana-Farber Cancer Institute, along with the Jimmy Fund, is home to groundbreaking cancer discoveries. They are one of the greatest examples of a philanthropic organization working for a worthy cause – curing cancer. There are seemingly endless ways Dana-Farber and the Jimmy Fund raise money and resources to give hope to families affected by cancer, especially during the holidays. Tata & Howard is a proud supporter of Dana-Farber and donated $5,300 towards cancer research this past November, and donated another $1,500 this week in lieu of sending printed holiday cards to clients and friends. Some of our employee-owners are doing their own part to help them out as well. Our Marketing Communications Manager Heidi White participated in their “Run Any Race” program and raised over $3,000 by running Ragnar’s Reach the Beach in New Hampshire this past September. Also, T&H Engineer Molly Coughlin is currently training for the 2017 Boston Marathon to raise money for Dana-Farber and the Jimmy Fund. Her personal goal is to raise $15,850 and we are all cheering her on. Go Molly!

Over 1.8 billion people globally lack access to safe drinking water, and Water For People is looking to change that by committing to provide long-lasting water and sanitation infrastructure for communities in need. They operate in nine countries and have helped over four million people live better lives by providing access to clean water. To make this happen, Water For People works with communities, governments, and business owners to ensure reliable, safe water for future generations. In support of their passion for clean water, many employee-owners at Tata & Howard contribute to Water For People through automatic bi-weekly payroll deductions, which Tata & Howard matches dollar for dollar. In this way, we are able to do our part to realize Water For People’s mission of clean water for everyone, forever.

The Navajo Water Project

Speaking of clean water for everyone, the Navajo Water Project is an amazing organization that seeks to solve a little-known water problem. Of the nearly 200,000 Navajo population right here in America, 40% do not have running water – which has created a cycle of poverty that limits health, education, and economic security. As a subsidiary of DIGDEEP and primarily funded through private donors, the Navajo Water Project works with communities in Navajo Nation to install systems that bring running water and electricity into homes. The water is delivered via truck and safely stored in large cisterns, from which it is pumped into a sink and shower inside the home. The organization also installs solar energy systems to power the pumps and lights inside. With their determination and adequate funding, The Navajo Water Project expects to install home water systems in every Navajo home in need by 2018. Since we learned of the plight of the Navajo people in 2015, Tata & Howard has actively supported the Navajo Water Project. In 2017, which is our 25th anniversary year, we are organizing a national virtual 5K to raise money for this incredible organization. Participants will receive a beautiful medal and 100% of the cost of registration will go directly to the Navajo Water Project. Stay tuned for details of this exciting event!

The holiday season is the perfect time to give to others and to help the community, both locally and globally. Even the smallest gesture of generosity helps others in significant ways. And the best gift a person can receive is hope — and that is exactly what DARE Family Services, the Dana-Farber Cancer Institute, the Navajo Water Project, and Water for People are all about. Giving Thanks – for Water!

It is widely known how important water is to our lives and the world we live in. Our body and planet is comprised of about 70% water – making it seem like it is easily accessible and plentiful. However, when you rule out our oceans and ice caps, less than 1% of all the water on Earth is drinkable. Of that less than 1%, groundwater only accounts for 0.28% of fresh water around the globe. Safe drinking water is a privilege we often take for granted while we brush our teeth or drink a glass of water in the morning. While we are giving thanks to our family, friends, and food during Thanksgiving, we should also give big thanks for our clean drinking water and the people who make it happen.

The Importance of Clean Water

Keeping yourself hydrated can do wonders for your health. The benefits water provides for our bodies range from relieving headaches, flushing toxins out of the body, improving mood, helping with weight loss, and relieving fatigue. In the U.S., we are fortunate enough to have some of the cleanest drinking water anywhere in the world to keep us healthy and safe. In other countries and for some 783 million people, that is not the case. Many do not have access to sufficient drinking water and the water they do have often contains dangerous pathogens. Often, unclean water sources are miles from villages and some people are forced to spend hours each day simply finding and transporting water. The typical container used for water collection could weigh between 40 and 70 pounds when filled. Imagine how difficult it would be to carry the equivalent of a 5-year-old child for three hours out of each day just to have water to drink. With so many people not having access to clean drinking water around the world, it is important to appreciate the plentiful and safe drinking water we have here in America.

A Special Thanks for the People Who Make Our Water Safe

When looking at America’s clean water, it is especially important to give special thanks to the water and wastewater utilities that work nonstop to give us some of the cleanest drinking water in the world. Despite the fact that our country has beautiful rivers and lakes, the water that comes from them to our taps goes through several processes that require a lot of work and maintenance. Our water and wastewater utilities maintain some of the highest standards in the world when it comes to drinking water, and new innovations for treatment and distribution are always being researched and implemented. Water and wastewater employees work tirelessly to meet regulatory requirements and preserve local waterways despite major setbacks like deteriorating infrastructure and shrinking funding for necessary projects. On top of treating our water, utilities are responsible for keeping their distribution systems running efficiently and also to being stewards to the environment through improving effluent quality. Our water utilities are arguably the most important utilities in the nation because water is so crucial to our survival.

In Conclusion

We are so incredibly fortunate here in the United States to not have to think twice about the purity of water from the tap, a glass of water in a restaurant, a highway rest stop, an airport, or motel – all thanks to our water and wastewater utilities. For that, we should be especially thankful. This Thanksgiving, be sure to give special thanks for having safe drinking water and to the dedicated, hard-working people at water and wastewater utilities.

Clean Water on Cape Cod

cape_cod_aquiferCape Cod is an iconic New England vacation spot with beautiful beaches, sunny skies, magnificent marshes…and a serious water problem. Cape Cod has experienced contaminated drinking water throughout its history, and problems continue to this day. Pharmaceuticals, consumer product chemicals, and other emerging contaminants can be found in many of the public drinking water wells on Cape Cod. The Cape has 560 miles of coastline, 1,000 kettle-hole ponds, and one sole source aquifer containing two major and four smaller lenses, all in jeopardy.

Other than Long Pond in Falmouth, all the drinking water on the Cape comes from the underground aquifer. Cape Cod has immensely permeable soil consisting of sand and gravel that make the Cape Cod Aquifer extremely susceptible to contamination. Unlike other parts of Massachusetts where groundwater may take a decade to travel a foot underground, groundwater on the Cape can travel a foot a day. In many parts of the Cape, the water table only sits ten feet or less below the surface, which means that whatever water lands on the ground could potentially contaminate water very quickly.

Septic Issues on the Cape

The most widespread problem facing Cape Cod’s water quality is septic discharge. Eighty-five percent of residents on the Cape use home septic systems to treat wastewater, and everything flushed down the toilet in these systems flows into a septic tank that is typically buried in the backyard. In the tank, solids settle to the bottom, while the liquids discharge into a leach field near the tank. This liquid then trickles down into the ground where, hopefully, it is diluted, filtered, and digested by microorganisms in the soil.  It is important to note that these systems do not remove the emerging contaminants. While these systems typically function properly in rural areas, they tend to falter in more populous areas with high groundwater table. With Cape Cod’s population skyrocketing during summer months, coupled with highly permeable soil and a high water table, water contamination can be a huge issue.

The Environmental Side of the Problem

Besides the obvious human health risks associated with contaminated water from septic systems, the implications of contamination have taken a toll on Cape Cod’s economy and environment. The excess nitrogen and phosphorous in septic discharge, along with stormwater runoff, have created toxic algae blooms in many lakes and along the coastline. These blooms not only smell and look awful, they have caused mass die-offs of fish and are a threat to human health. The Cape has closed off swimming ponds but has not yet seen blooms as severe as Florida’s summertime blue-green algae crisis. Cape Cod’s seasonal economy could be crippled if algae blooms reached the level of those seen in Florida.

Finding a Solution

For over a decade, Cape Cod towns have struggled to solve water contamination problems and restore the health of their estuaries. Many towns developed plans to provide wastewater infrastructure to homes and businesses to restore water quality. Unfortunately, few of these plans have actually been implemented due to their capital costs ranging from $100-$700 million each. The total needed capital investment is over $2 billion for infrastructure better suited for the fluctuating Cape Cod population.

In support of a significant Cape Cod water quality initiative, Governor Charlie Baker certified a plan, developed by the Cape Cod Commission ­— the regional land use planning, economic development, and regulatory agency created in 1990 to serve the citizens and 15 towns of Barnstable County — and approved by the EPA, called the 208 Plan. The 208 Plan is a watershed-based approach to restore embayment water quality on Cape Cod. The plan recommends strategies, regulatory reforms, and a process for communities to reduce or eliminate excess nitrogen, the primary concern with septic discharge. The plan considers remediation and restoration approaches, in addition to source reduction. The plan also identifies areas with suitable development density for collection systems and wastewater treatment plants and identifies areas best suited for lower cost watershed and embayment technologies.

Another important initiative for Cape Cod’s water supply is the Cape Cod Regional Wastewater Management Plan. The Cape Cod Commission received nearly $3.5 million from the state to implement a wastewater plan that addresses Cape Cod’s water quality issues, and restoring those waters to levels where they are able to meet state water quality standards. The plan represents a framework and set of tools for identifying several solutions for each watershed of the Cape. The goal is to advance decision making toward cleaner water through implementation of sustainable and affordable approaches. The plan is a living document which will be updated frequently to reflect new knowledge, information, decisions, and community input.

To help address stormwater pollution, MassDEP issued the revised General Permit for Small Municipal Separate Storm Sewer Systems (MS4s) this past April, which goes into effect on July 1, 2017. In addition to the six Minimum Control Measures included in the original 2003 Permit, the 2016 Massachusetts MS4 General Permit also specifically includes limits to Total Maximum Daily Loads (TMDLs). TMDLs set pollution limits that represent the maximum amount of pollutant a specific body of water can handle before marine life, wildlife, and/or recreational uses become adversely affected.

cape-cod-1100301_960_720An important stormwater initiative to improve the Cape’s water quality is Project STORM (Stormwater Outreach for Regional Municipalities). Coordinated by the Cape Cod Commission water resources staff, Project STORM is a collaborative effort of Cape Cod towns to pool resources and solutions to mitigate the impacts of stormwater and to educate the general public on effective means to reduce stormwater pollution, including structural and non-structural Best Management Practices (BMPs) as well as Low Impact Development (LID) concepts. The project also provides assistance to towns that must comply with EPA National Pollutant Discharge Elimination System (NPDES) Phase II stormwater regulations.

In Conclusion

Cape Cod is faced with a very unique and challenging water problem.  While there is no go-to solution to Cape Cod’s water troubles, communities and government are finally working together to fund and plan wastewater improvements. Through collaboration and studies, Cape Cod communities can now put plans in place for collection systems, additional wastewater treatment facilities, and all around best practices for preserving their local waterways. Protecting Cape Cod’s groundwater is critical to the environmental and economic health of the Cape. It is also a crucial step to ensure that future generations are able to enjoy the same endless coastlines, beautiful skies, sandy beaches, and memorable vacations that have made Cape Cod a beloved summer destination since the 19th century.

6 Facts about Christopher Columbus' Expedition to the New World from an Environmental Engineer’s Perspective

In recent years, there has been a lot of controversy surrounding Columbus, particularly for his treatment of the native peoples he found in the new land. In fact, many Americans support either changing the Columbus Day holiday to Indigenous People’s Day as the City of Berkeley, California did in 1992, or of abolishing the holiday altogether. Rather than discuss the value, or lack thereof, of Columbus and his voyages, we are examining six interesting facts about Columbus — from an environmental engineer’s point of view:

  1. Portugal, England, and France all refused to fund Columbus’ voyage because they thought he was a fool. They all believed that the Earth was far larger than he had calculated – and they were right. His calculations were not only consistently faulty, they were also based on an incorrect measure for a mile. Clearly, Columbus would have been an extremely unsuccessful engineer.

    Finally finding a country to fund his dubious plan, Christopher Columbus and about 120 crew members set sail from Palos, Spain on August 3, 1492. His expedition sailed in search of a direct water route to China, India, and Asia — and the valuable spices they held. They spotted land on October 11, 1492, and on October 12, 1492, Columbus and his crew landed on what is likely Watling Island in the Bahamas. Columbus thought he had landed on India, and named the land the Indies. Later that same year, Columbus sighted Cuba, which he mistook for China, and Hispaniola, which Columbus mistook for Japan. In actuality, Columbus and his crew were over 8,000 miles away from their intended target, offering further proof that his calculation skills were less than exemplary. In fact, Columbus died maintaining that he had found a new passage to India. To stubbornly justify his position, he proposed that the Earth was pear-shaped, making him the laughing stock of Europe.
  3. Crews drank mostly wine during their voyage. Both wine and fresh water were stored aboard the ships in wooden casks. Water stagnates very quickly, which is why modern day water storage tanks employ design and technologies that avoid excessive water age. However, in the time of Columbus, the only option was to drink wine and beer. Wine was the drink of choice on Columbus’ ships, and not just because the water was stagnated: the alcohol also killed many disease-causing pathogens. And while Columbus and his crew didn’t understand the science, what they did understand was that water made them sick, whereas wine didn’t.

    During the 43-day long voyage, chamber pots were used and emptied overboard, people wore the same set of clothes they set sail in, and fleas and rats ran rampant. Needless to say, sanitation was a huge issue, and every single person—including Columbus—had lice. People of the time didn’t understand the importance of hygiene in the prevention of disease. Today, things are much different. Even our wastewater is so highly treated that it is actually potable.
  5. Once again lacking any type of environmental knowledge, Columbus and his men wreaked havoc on the island’s natural ecosystem. He and his crew introduced wheat, olives, oranges and lemons, sugar cane, pomegranates, cucumbers, lettuce, dates, melons, and grapes to the area, and these new species spread like wildfire, overwhelming the native plants that had previously been there for literally hundreds of thousands of years.
  6. To end on a positive note, Columbus introduced technology to the new world. Prior to Columbus’ arrival, America remained largely unchanged for thousands of years. The indigenous people were primarily nomadic hunters and gatherers who often engaged in wars with one another. While there remains a very heated controversy over treatment of Native Americans, there is a silver lining: Columbus did bring technologies and innovations of people such as Aristotle, Newton, and Galileo to the new world, making America what it is today.

Hurricanes and Water Quality

The United States is currently in the midst of hurricane season, which runs from June 1 – November 30. With the threat of hurricanes, such as Hurricane Matthew, come concerns over flooding, property damage, and power outages. In addition, falling trees and debris, broken but live electrical wires, and areas of flooding pose a major threat to human safety. However, there is another significant but often overlooked threat to human health that frequently occurs during hurricanes: water quality degradation.

Hurricanes typically bring with them massive amounts of precipitation – far more than the earth can handle. These surges create giant runoff situations, where pollution, contaminants, trash, and chemicals from the ground are pushed into the local water supply. To make matters worse, water treatment plants are often not able to handle the sudden, significant increase in contaminants, and also may not be working at full capacity due to power outages. This flooding also affects water mains and household lines, sometimes causing the water to bypass water treatment altogether.

But that’s not all. The pounding rain and storm surges brought by hurricanes can also overwhelm sewer systems, causing sewage overflows. The massive flooding of Hurricane Sandy in 2012 overwhelmed the region’s wastewater treatment plants, causing 11 billion gallons of largely untreated sewage to flow into waterways and city streets, mostly in New York City and New Jersey. In addition, the pounding surge caused significant damage to treatment plants, further complicating the issue, and contaminating water supplies.

Lastly, overwhelming amounts of rain and surge as seen with hurricanes can cause excessive amounts of dissolved organic matter (DOM) — soluble organic materials composed of the remains of organisms such as plants and animals and their waste products — to enter waterways. DOM causes a plethora of problems in drinking water: it easily binds with metal pollutants and carries them to reservoirs and lakes, it blocks pathogen-reducing ultraviolet rays, and it also enhances the formation of disinfection byproducts, which are carcinogenic.

Hurricanes clearly have the ability to not only damage personal property and threaten human safety, but also wreak havoc on our nation’s water supply. The combination of increased contamination, decreased treatment, overflowing sewer systems, and excessive DOM in the water has the potential to cause serious water quality issues. Therefore, during hurricane events, it is always smart to be prepared. Prior to the storm, stock up on bottled water. While municipal water should always be the drink of choice in normal day-to-day living since bottled water has its own set of problems, the safe choice when water quality issues arise as a result of a hurricane is bottled water. After the storm, check on the status of your area’s water quality. Until the authorities give your local municipal water the all clear, stick to bottled water for drinking.

Summertime, Beaches, and Water Quality

crowded-beach-300x225Memorial Day is the generally accepted start of summer to most New England communities. Pools are opened, grills are wheeled out from storage, flowers are planted, and beaches are officially opened. And while summer is absolutely breathtaking in New England, it is also a time of increased stress on water quality and supply.

Water Quality

Defined by the EPA as a sandy, pebbly, or rocky shore of a body of water, beaches provide recreation for approximately 100 million United States residents over the age of 16 each year. Families flock to beaches during the summer months to enjoy activities such as swimming, surfing, boating, fishing, parasailing, exploring, walking, and sunbathing. Beaches not only include the sandy expanses with boardwalks and cottage rentals along the coastline, but also lake and riverfront areas, ponds, estuaries, and lagoons, some of which are even found in urban areas. Beaches are also an integral part of the the United States economy and provide habitat to many species.

beach-closed-sign-300x139Unfortunately, because of the huge popularity of beaches in the summer, water quality can suffer. Beach closures are common during the summer months, and are a result of pollutants and pathogens entering the water. One of the most common sources of water pollution is human fecal matter from leaky septic systems and sewer overflows. Human waste contains a variety of harmful organisms, including bacteria, viruses, and parasites, that can cause illnesses such as gastroenteritis, hepatitis, and skin infection to humans. Another source of pollution is animal fecal matter from agricultural and stormwater runoff. While runoff contains a number of pollutants including motor oil, pesticides, fertilizers, and trash, arguably the most dangerous and disruptive is animal feces. A single gram of dog feces contains over 23 million parvovirus bacteria in addition to whipworms, hookworms, roundworms, threadworms, giardia, and coccidian. These pathogens and parasites enter waterways through runoff and can have detrimental effects on waterways, aquatic life, and humans.

Algal blooms are also more common in summer months. Algal blooms are caused by a variety of sources including warmer temperatures, high light, and increased turbidity, but the most contributive source is nutrients in the water from human and animal waste. Some algal blooms are extremely dangerous and have the potential to sicken or kill humans and animals, while less toxic blooms still cause harm to local economies and the environment. Commonly referred to as red tide, cyanobacteria, or blue-green algae, algal blooms effectively cause dead zones in the water and often require significantly increased treatment costs to remedy.

Water Supply

In addition to water quality issues at beaches, water supply can also be a concern. Since the population at popular vacation spots such as Cape Cod and the Maine beaches increases astronomically in the summer months, so does the demand for water. And not only are these seasonal visitors doing laundry, cooking, and drinking the water — they are also watering their lawns and gardens, which accounts for over half of a household’s total water usage. It is therefore understandable how a small community’s water supply can easily become taxed during the high summer season.

Solutions

clean-water-act-300x169Fortunately, there are policies and regulations in place that directly address seasonal water quality and quantity issues. The EPA, along with other governmental agencies, have enacted several laws that aim to protect the quality of our nation’s beaches:

The Clean Water Act
The Clean Water Act, established by the EPA in 1971, establishes the basic structure for regulating discharges of pollutants into the waters of the United States and regulating quality standards for surface waters. Under the Clean Water Act, the following programs specifically address water pollution:

The National Pollutant Discharge Elimination (NPDES) Permit Program
The NPDES program controls water pollution by regulating point sources that discharge pollutants into waters of the United States.

The Pollution Budgeting (TMDL) Program
The TMDL program requires states, territories, and authorized tribes to develop lists of impaired waters, establish priority rankings for waters, and develop Total Maximum Daily Loads (TMDLs). TMDLs related to beaches include pathogens, nutrients, and trash.

The Beaches Environmental Assessment and Coastal Health (BEACH) Act of 2000
The BEACH Act amends the Clean Water Act to better protect public health at our nation’s beaches. The BEACH Act requires EPA to recommend water quality criteria that states, territories, and tribes can adopt into their water quality standards for pathogens and pathogen indicators in coastal recreational waters. The BEACH Act also authorizes grants to states, territories, and eligible Tribes to monitor coastal and Great Lakes beaches and to notify the public when water quality standards are exceeded.

Marine Debris Research, Prevention, and Reduction Act (MDRPRA)
The MDRPRA established programs within the National Oceanic and Atmospheric Administration (NOAA) and the United States Coast Guard (USCG) that identify, determine sources of, assess, reduce, and prevent marine debris. MDRPRA also reactivates the Interagency Marine Debris Coordinating Committee, chaired by NOAA.

The Coastal Zone Management Act
The Coastal Zone Management Act is administered by NOAA, Office of Ocean and Coastal Resource Management (OCRM), and provides for management of the nation’s coastal resources, including the Great Lakes.

The Act to Prevent Pollution from Ships (APPS)
The APPS implements the provisions of Marpol 73/78, the International Convention for the Prevention of Pollution From Ships, 1973 as modified by the Protocol of 1978. (“Marpol” is short for marine pollution.) In 1987, APPS was amended by the Marine Plastic Pollution Research and Control Act. The MPPRCA requires EPA and National Oceanic and Atmospheric Administration (NOAA) to study the effects of improper disposal of plastics on the environment and methods to reduce or eliminate such adverse effects. MPPRCA also requires EPA, NOAA, and the U.S. Coast Guard (USCG) to evaluate the use of volunteer groups in monitoring floatable debris.

Shore Protection Act (SPA)
The SPA is applicable to transportation of municipal and commercial wastes in coastal waters. The SPA aims to minimize debris from being deposited into coastal waters from inadequate waste handling procedures by waste transporting vessels. EPA, in consultation with the Coast Guard, is responsible for developing regulations under the SPA.

Marine Protection, Research, and Sanctuaries Act (MPRSA)
The MPRSA, also called the Ocean Dumping Act, generally prohibits the following:

  • Transportation of material from the United States for the purpose of ocean dumping;
  • Transportation of material from anywhere for the purpose of ocean dumping by U.S. agencies or U.S.-flagged vessels; and
  • Dumping of material transported from outside the United States into the U.S. territorial sea.

In addition to the numerous governmental regulations protecting water quality and our nation’s beaches, local communities also implement policies that specifically aim to address water supply issues. Some of these include the following:

  • water-banOutdoor water restrictions and bans: Many communities implement water bans in the summer that severely limit or prohibit outdoor watering.
  • Public education: Many summer communities implement public outreach that includes requests for voluntary conservation.
  • Leak detection and repair: Because water loss is such a serious issue across the United States, many communities are actively implementing leak detection and repair policies. Repairing older infrastructure typically has an exponential return on investment and also serves as a means of public education, with repair crews in the street garnering local media attention.

Protecting our beaches and recreational waters is imperative to the health of our nation’s citizens and economy, and we are fortunate that our nation’s governmental agencies and local communities proactively work to maintain the health of our waters. We as individuals can also help to protect our beaches and waterways by reducing our personal water consumption, cleaning up after our pets, and being mindful of pesticide and fertilizer usage. Canaan Gets $4.8 Million for Water Upgrades from USDA

USDA Rural DevelopmentCANAAN, VT, May 29, 2015 — The federal government has awarded $2.6 million grant to Canaan to address chronic drinking water problems that especially plagued this northeasternmost Vermont community this winter. The grant is part of a major package, including a $1.9 million loan, given by U.S. Department of Agriculture Rural Development Wednesday to the Canaan Fire District Number One for a major water quality upgrade.

Funds will be used to purchase and install a 150,000-gallon water storage tank and construct a new water filtration and treatment facility, as well as upgrade the existing water distribution system serving the people of Canaan and West Stewartstown, N.H. The upgrades will eliminate the use of springs located in Canada as a source and replace them with an existing groundwater well located within the district. A new storage tank will be constructed along with a new treatment/ filter facility for the removal of manganese and arsenic. Portions of the distribution system will also be replaced as part of the funded project. This winter, residents of Canaan experienced multiple incidents of water discoloration and low water pressure because of current water distribution system and treatment inefficiencies.

“This assistance from USDA Rural Development will help some of the most rural and remote communities of Northern Vermont and Northern New Hampshire ensure their residents have clean, healthy and safe water for decades to come,” said Ted Brady, director of USDA Rural Development for Vermont and New Hampshire. “USDA Rural Development has not only invested in essential water infrastructure with this project, but also in the health of Canaan’s people and our region’s economy. This project will put people to work in the Kingdom.”

Engineering for the improvements will be provided by Tata & Howard Engineering of St. Johnsbury. It is estimated the project will commence construction in May 2015 with completion of summer 2016. Canaan was able to access a portion of the $2.6 million in grant funds due to the Rural Economic Area Partnership (REAP) Zone designation accorded to three counties of the Northeast Kingdom of Vermont – Caledonia, Essex and Orleans counties. The designation provides five regions of the country additional grant resources through USDA Rural Development. Sen. Patrick Leahy spearheaded the effort to designate the Northeast Kingdom as a REAP Zone in 2000, and led in renewing the NEK REAP Zone in the newly enacted 2014 Farm Bill.

“By improving water quality, these investments will tangibly improve the quality of life in these Vermont communities,” said Leahy, Sen. Bernie Sanders and Rep. Peter Welch in a joint statement. “With the passage of the Farm Bill earlier this year, the REAP Zone program will continue to bring millions of investment dollars to the Northeast Kingdom. Partnering federal agencies and their resources with rural communities in ways like this is a catalyst for economic growth and quality of life improvements in the NEK and other rural areas.”

WEP loans and grants may be made to develop, extend or improve water and wastewater systems, including solid waste disposal and storm drainage systems, in rural communities with a population of 10,000 or less.

A hydraulic model can be used for extended period simulations (EPS) and the EPS models can be used to determine water age in the distribution system. The Town of Paxton, Massachusetts was having some issues maintaining a chlorine residual so Tata & Howard completed a study looking at water age and chlorine residual, and developed recommendations to help them improve system water quality.
